Joskow (1998) offers numerous explanations for the trend toward the liberalization of electricity industries, including ideological shifts approving regulated private companies over state-owned enterprises and the below-average performances of other regulated industries. Some individuals believe in the government to control all aspects of the economy while others might feel that a separation between the state and economy should be in place. To complicate the matter and making it harder to place on the traditional right/left political spectrum are the individual views on how much of a life necessity electricity is for consumers and how much participants trust the government or the free market to provide it.
